David Berger is a senior operations and policy analyst with the Oregon Department of Human Services, Aging and People with Disabilities program, where he coordinates the Quality Measurement Program for community-based care settings. His work focuses on translating regulatory requirements into practical, data-driven quality improvement tools for assisted living and residential care providers. David has extensive experience in patient advocacy, grievance investigation, and continuous quality improvement, with a strong emphasis on resident safety and regulatory compliance .As part of the Quality Measurement Program, David leads efforts to refine and explain Oregon’s falls metrics, helping providers understand not only how often falls occur, but how fall risk is distributed across resident populations. His work on Metric Three highlights the importance of distinguishing between isolated falls and repeat fallers to better target prevention strategies and improve resident outcomes.
